The Barisal Division was formed on January 1, 1993 with six districts bordering the Bay of Bengal (Barisal, Patuakhali, Barguna, Jhalokati, Bhola and Pirojpur) in the far south of Bangladesh. UTTHAN was established on March 25, 2004 with the tireless work and cooperation of some social workers from Hospital Road, Barisal City Corporation, situated on the banks of the river Kirtonkhola.

UTTHAN is a community based non-profitable, non-political and non-government voluntary charity organization. The organization was registered on July 8, 2007 in the Department of Social Services, Barisal district under the Ministry of Social Welfare, Government of the People Republic of Bangladesh. Since its inception, the organization, in collaboration with local philanthropists and governmental and non-governmental organizations, has provided education for the development of persons with disabilities, orphans, street children, transgender, sex workers and the poor. He has been conducting various programs for the establishment of human rights and good governance, including health, child marriage, torture, trafficking, acid terrorism, HIV/AIDS prevention. All activities are conducted under the direct leadership of the members of the Executive Council of the organization.

The organization is committed to implement any project related to the development of the backward poor and helpless people of the coastal districts including the southern Barisal City Corporation of Bangladesh. The organization has the capacity to implement all kinds of projects, big and small, with its own skilled and trained manpower.
